Grand Old Partisan honors William Kelley, born in Philadelphia, April 12th 1814. He supported himself as errand boy, newspaper proofreader and jewelery enameler. Extensive reading facilitated a successful legal career. His talent soon led to being named prosecutor and judge.
Appalled by his Democratic Party’s pro-slavery policies, Kelley joined the GOP. He was delegate at the 1860 Republican National Convention, and that year won first of fifteen terms in the U.S. House of Representatives.
During the Civil War, Kelley urged President Lincoln to take swifter action against slavery than the Commander-in-Chief thought prudent. During Reconstruction, he advocated policies to free the former slaves from Democrat oppression. Receiving his vote were the 13th, 14, 15th Amendments; the 1866 and 1875 Civil Rights Acts; and the (anti-) Ku Klux Klan Act.
Kelley boosted Pennsylvania’s iron and steel industries. This visionary was first Member of Congress to suggest that the Yellowstone area be made a national park. He also backed women’s suffrage. His daughter Florence became an influential social reformer.
