Grand Old Partisan honors Cleveland Abbe, born December 3rd 1838. He studied engineering at the University of Michigan. Bad eyesight preventing service in the Union Army, he worked for the U.S. Coast Survey, then the U.S. Naval Observatory.
While director of the Cincinnati Observatory, Abbe innovated telegraphic weather reports and daily forecasts. In 1870, the GOP-controlled 41st Congress established the U.S. Weather Bureau, as part of the Army Signal Corps. Named its first Chief Meteorologist by President Ulysses Grant, he was confirmed in this position by President Benjamin Harrison when the agency was transferred to the Agriculture Department. Reliability of his forecasts earned him the nickname "Old Probability".
