"just what the Supreme Court needed at the time"
Grand Old Partisan honors Morrison Waite, born November 29th 1816. Law studies near Toledo followed graduation from Yale. This anti-slavery Whig won election to the legislature. He co-founded the Ohio GOP, which twice nominated him for Congress.
In 1871, Waite secured a $15.5 million judgement against Britain, which had constructed a warship for the Confederate navy. Two years later, he chaired a state constitutional convention. His rendezvous with destiny arrived with the death of Chief Justice Salmon Chase.
Having failed to secure confirmation of six nominees, President Ulysses Grant selected the respected, though obscure Waite. Senators confirmed him unanimously. His managerial skill facilitated "a remarkably harmonious and productive court." Republicans considered him for the 1876 presidential nomination.
Waite tended to interpret narrowly federal authority to implement civil rights legislation passed during the Reconstruction Era. Thoughout fourteen years on the court, his health suffered from overwork. He was noted for "honesty, kindliness, and industriousness."
