Grand Old Partisan salutes Henry Clay Caldwell, born September 4th 1832. Public service began in Iowa, as county prosecutor then state representative. Colleagues appreciated his "homespun populist philosophy and extreme sense of judicial fairness."
Outbreak of civil war, a Republican Governor commissioned him major in the state’s 3rd Volunteer Cavalry. Promoted to colonel, he led his regiment through Arkansas. May 1864, President Abraham Lincoln named him federal judge for the state.
President Benjamin Harrison appointed this "die-hard Republican" to the circuit bench. A year later, the 1891 Judiciary Act elevated him to the U.S. Court of Appeals. "At his death, Judge Caldwell was hailed as the most prominent citizen of Little Rock, the city he had once captured."
