Grand Old Partisan honors Christopher Payne, born in West Virginia to former slaves, September 7th 1848. His career started as teacher, then Baptist minister. The three newspapers he published stressed racial quality and the importance of education. This proud "Lincoln Republican" delivered campaign speeches throughout the region.
In 1897, Payne became the state’s first Black legislator. Among his legislative accomplishments was West Virginia State University. Delegate at four Republican National Conventions, he was federal tax collector during the Benjamin Harrison and McKinley administrations. He recruited a regiment of volunteers during the Spanish-American War.
Theodore Roosevelt named him consul to the Danish West Indies. He worked there, after annexation, at U.S. Virgin Islands court. Payne helped organize a protest march against civil rights abuses during the Woodrow Wilson presidency.
