Grand Old Partisan celebrates a landmark Republican achievement. To implement welfare reform, part of the Contract With America, Representative Clay Shaw (R-FL) wrote the Personal Responsibility and Work Opportunity Reconciliation Act and Representative John Kasich (R-OH) introduced it. The GOP-controlled 104th Congress passed PRWORA two months later.
After having vetoed it twice, President Bill Clinton, reluctantly, signed the bill on August 22nd 1996. This reform measure allowed state governments to craft their own welfare programs provided they followed certain guidelines. Welfare would no longer be an entitlement, and those recipients able to work would be required to seek employment. No longer would states have financial incentives to add as many people to the welfare rolls as possible.
The law made significant progress in rolling back Democrat policies that for generations had trapped poor people in a cycle of dependency on government bureaucrats. Sadly, the Obama administration undid much of this noble endeavor.
