Grand Old Partisan spotlights laudable response to tragedy. June 1864, twenty-one women died from an explosion at a munitions factory in Washington, DC. Dozens more suffered grievous wounds. Most were immigrants.
Secretary of War Edwin Stanton ordered: "The funeral and all the expenses incident to the internment of the sufferers by the recent catastrophe at the Arsenal will be paid by the Department. You will not spare any means to express the respect and sympathy of the Government for the deceased and their surviving friends."
Abraham Lincoln attended the funeral. Days later, the GOP-controlled 38th Congress appropriated monetary compensation. July 27th, the President directed Stanton to increase the pay of women working for the Union cause:
"I know not how much is within the legal power of the government in this case; but it is certainly true in equity, that the laboring women in our employment, should be paid at the least as much as they were at the beginning of the war. Will the Secretary of War please have the case fully examined, and so much relief given as can be consistently with the law and the public service."
Following year, a monument entitled Grief was erected at the Congressional Cemetery.
