Grand Old Partisan reveres southerners loyal to the U.S. Government during the Civil War. Along with the Ozarks, Appalachia was an anti-Confederate bastion.
June 8th 1861, residents of Scott County, Tennessee voted ninety-seven percent against secession. Even though their state joined the Confederacy, these mountain folk remained defiant. They met at the county courthouse to declare a Free and Independent State of Scott.
Said one farmer: "If the State of Tennessee can secede from the Union, then Scott County can secede from the State of Tennessee." Confederates disagreed, and tried to crush this rebellion within a rebellion. Patriotic residents enlisted in the 7th (U.S.) Tennessee Infantry.
Scott County voted more than ninety percent, both times, for Ulysses Grant. Ever since, Scott County has been solidly GOP. Born there was Howard Baker, Senator and Chief of Staff to President Ronald Reagan. In 1986, Republican Governor Lamar Alexander signed a light-hearted resolution re-admitting Scott County to Tennessee.
