Grand Old Partisan honors James Sener, born in Fredericksburg, May 18th 1837. He attended the University of Virginia, later earning a law degree from what is now Washington and Lee University. To avoid conscription by the rebels, he became a newspaper correspondent.
Peace restored, Sener edited a Republican newspaper. He was delegate at the GOP's 1872 national convention. That year, he won a term in the U.S. House of Representatives but then lost narrowly for re-election. Receiving his vote was the 1875 Civil Rights Act. President Rutherford Hayes appointed him Chief Justice of the Wyoming Territory.
Sener wrote a law that improved investigations of maritime accidents. Every year, the Coast Guard confers a Congressman James Sener Award for Excellence in Marine Investigations – recognizing "his contribution to the safety of mariners, vessels and the marine environment."
