Grand Old Partisan salutes Norton Parker Chipman, born in Ohio, March 7th 1834. Graduating from Cincinnati Law School, he began practicing near Iowa City. Outbreak of civil war, a Republican governor commissioned him major of that state’s 2nd Volunteer Infantry. Secretary of War Stanton promoted him to colonel and assigned him to prosecute Andersonville prison's notorious commandant.
February 1871, the GOP-controlled 41st Congress established a territorial government for the District of Columbia, and President Grant appointed his battle-scarred friend its Secretary, the second position. Weeks later, a meeting of the DCGOP chaired by Frederick Douglass nominated him for congressional delegate. He won, the first of two terms.
Chipman angered Democrats by opposing racial segregation. He focused on infrastructure projects, such as a bridge across the Anacostia River and completion of the Washington Monument. He also wrote the law for annexing Georgetown to the City of Washington. His tenure ended when in 1874 the territorial government was abolished. DC would not have another congressional delegate for ninety-nine years.
Chipman relocated to California for work in the lumber business. He chaired the state board of trade. In 1905, a Republican governor named him an appellate judge.
