Grand Old Partisan notes that Republicans established the District of Columbia. February 21st 1871, President Ulysses Grant signed legislation transforming the governmental structure of the federal district. The bill had been passed by the GOP-controlled 41st Congress.
Previously, were three separate entities: the City of Washington, the City of Georgetown and the County of Washington. Florida Avenue, then known as Boundary Street, separated the two Washingtons. The new law merged the three. There was a single mayor and a bi-cameral council.
The arrangement lasted only three years. In 1874, fiscal mismanagement led Congress to replace this government with an administration appointed by the President. Ninety-nine years later, President Richard Nixon signed the District of Columbia Home Rule Act.
The official seal of the District of Columbia is dated 1871.
