Grand Old Partisan praises Horace Congar, born July 31st 1817. This anti-slavery activist co-founded the New Jersey Free Soil Party. Garden State Republicans held their first meeting at his house. His newspaper, the Newark Daily Mercury, later became an important voice for the emerging state GOP.
Congar was delegate at the 1860 Republican National Convention. President Lincoln appointed him Consul in Hong Kong, then Commissioner of Immigration during which time he was often acting Assistant Secretary of State. Four years, he was New Jersey secretary of state. After this government service, he was vice president of an insurance company. President Grant named him Consul at Prague.
