Grand Old Partisan honors John Fox Potter, born May 11th 1817. The ambitious lawyer settled in frontier Wisconsin. He was elected county judge and state representative.
Potter attended two Whig National Conventions. In 1856, he won the first of three terms in the U.S. House of Representatives. Chairing the Committee on Public Lands, he shepherded to passage the Homestead Act. Also receiving his vote were the DC Emancipation Act, the Land Grant College Act and the Transcontinental Railroad.
Potter was delegate at the GOP’s 1860 and 1864 national conventions. He was a Radical Republican, firmly committed to abolishing slavery.
When a brawl broke out on the House floor between pro-freedom Republicans and pro-slavery Democrats, Potter ended it with laughter all around by snatching a Democrat’s toupee. "Horray, boys! I’ve got his scalp!" Another Democrat congressman challenged him to a duel, but backed out when Potter chose Bowie knives as weapons.
Declining an offer from President Lincoln to be Governor of Dakota Territory, he did accept nomination as Consul General in Montreal.
