Grand Old Partisan salutes Marcellus Stearns, born in Maine, April 29th 1839. Outbreak of civil war, he left college studies to join the Union Army. After losing an arm at the Third Battle of Winchester, this patriot worked with the Freedmen's Bureau in Florida. He remained there and studied law.
Stearns was delegate at the 1868 Florida constitutional convention. That year, he won, as a Republican, the first of two terms in the legislature, serving as speaker for a session. President Ulysses Grant named him the state's federal surveyor.
In 1872, he was elected Lieutenant Governor. The governor's death in March 1874 made him Florida's chief executive for nearly three years. Among his achievements in office were balancing the budget and fostering tourism. Governor Stearns met with Harriet Beecher Stowe, author of Uncle Tom's Cabin, at the state capitol.
President Rutherford Hayes appointed him federal land commissioner at Hot Springs, Arkansas.
