Grand Old Partisan honors Michael Shiner, born on a Maryland slave plantation in 1805. The child witnessed the British invasion of Washington, DC. He later worked at the Washington Navy Yard, staying on after his master freed him at age thirty-one.
Shiner wrote an invaluable memoir covering six decades. Among the events described were the city’s first railroad train and laying the Washington Monument cornerstone. He observed Presidents beginning with John Quincy Adams. His account of a presidential inauguration is classic:
"And on the fourth of March 1865 on Saturday the hon Abraham Lincoln taken his Seat Before he Came out on the porch to take his [seat] the wind blew and it rained with out intermission and as soon as Mr Lincoln came out the wind ceased blowing and the rain ceased raining and the Sun Came out and it was near as clear as it could be and calm and at the mean time there was a Star made its appearance west rite over the Capitol and it Shined just as bright as it could be."
After retiring from the Navy Yard, Shiner was a policeman at Eastern Market, then a grocer. Active in the DC GOP, he championed civil rights. He marched in an inaugural parade for President Ulysses Grant and participated in annual commemorations of the Republican Party’s DC Emancipation Act. In 1871, the Republican mayor hired him to pave local streets.
Shiner died on 16th January 1880. A prominent newspaper featured his obituary on page one.
