Grand Old Partisan honors Sayles Bowen, born October 7th 1813. His career began in merchandising. He moved from upstate New York to the nation's capital for a Treasury Department clerkship. Democrat President James Polk fired him for opposing slavery. The abolitionist then voted for the 1848 Free Soil Party candidate.
Bowen co-founded the DC Republican Party, in 1855. President Abraham Lincoln appointed him police commissioner, followed by tax collector and postmaster.
July 1868, he was elected mayor. Key to his victory was strong support from African-Americans, who could vote for the first time. They appreciated Bowen's backing of the GOP's civil rights agenda. Failing to secure racial integration of public education, he used government funds and even his own money to build schools for 'persons of color' including their first secondary school. In retirement, he served as trustee for several of these institutions.
